My name is Pamela Owen Harbin, I graduated from Brevard High School in 1988. After high school, I began working as a Dispatcher for a trucking company out of Fletcher, NC . I took a lot interest in learning more about dispatching and I was hired by Sheriff Milton Whitmire. I began my career with the Transylvania County Sheriff’s Office in 1991. No openings were available in Communications at that time, but they did have an opening in the Transylvania County Jail. I decided to get my foot in the door by tackling the challenges of working 12 hour shifts and inquiring my training hours. A few months later in 1991 I attended The North Carolina Justice Academy in Salemburg, NC to obtain my North Carolina Detention Officer Certification. I worked 2 years in the County Jail under the late Captain David Jones.
During my Training in the Jail, I was able to sit along and obtain some dispatch training. I later attended numerous DCI (Department Criminal Information) Training through NC SBI. In 1993 I started in the radio room as a full time Dispatcher. I dispatched for approximately 18 years for the Sheriff’s Office. Like most New Mom’s I took a break to tend to my children, returning full time after my youngest started kindergarten. Sheriff Bobby Orr approached me and wanted me to see how I would like dispatching Fire, Rescue and Law Enforcement combined, so I worked briefly under Kevin Shook in the Transylvania County 911 Center (OCD) and felt more comfortable only handling the Law Enforcement dispatch. I returned to the Sheriff’s Office to continue dispatching until 2008.
The Transylvania County 911 Center started handling all Law Enforcement Dispatch when the Public Safety Building opened on Morris Road. I would return to the Transylvania County Detention Center in 2008 located in the New Public Safety Building. In August of 2010 I applied for the Criminal Records Clerk position and after a few years now I have been the Criminal Records Supervisor& Terminal Agency Coordinator designated by the Sheriff as a liaison with the Sheriff’s Office and SBI required by the FBI. I have the privilege to be working alongside a great group of Deputy’s and Investigators here at the Sheriff’s Office. In June 2018 I received my Intermediate Telecommunicator Certificate as well as my Advanced Professional Telecommunicator Certificate from The North Carolina Department of Justice Sheriffs Standards Division. I am happily married to Rick Harbin, we reside in Brevard and we have four adult children.
